Outcomes-Based Contracting

We support districts in maximizing their educational investments for stronger student learning.

Tying educational dollars to measurable student results

Every year, districts spend millions on academic support services. Yet 80% of contracts lack measures tied to student performance. We’re scaling an innovative contracting model to help K-12 districts maximize their educational investments. With outcomes-based contracting, a substantial part of the payment—at least 40%—is contingent upon the service provider meeting agreed-upon and measurable student results, such as improved literacy scores.

Leading the nation

In partnership with the Center for Outcomes Based Contracting, we launched the first-ever state-based OBC cohort to help five districts—Arkadelphia Public Schools, eStem Public Charter Schools, Hamburg School District, Little Rock School District, and Texarkana Arkansas School District—design and execute an OBC for high-impact tutoring (HIT) during the 2025-2026 school year.

Accelerating our impact

Following the success of our inaugural cohort, we’re providing support to Cabot Public Schools, Farmington Public Schools, Mayflower Public Schools, the Pine Bluff School District and Warren School District to participate in the District Contract Accelerator. In the fall of 2026, we will unveil our Instructional Interventions OBC Cohort, inviting up to eight districts to learn how to design and implement instructional intervention contracts for the 2027-2028 school year.
